The Daily Express claims sporting director Marco Branca has met with Chelsea executives, who are prepared to offload the Portuguese pair.
The clubs are yet to agree on the fee with Chelsea valuing the two players at £13 million.
Jose Mourinho, the coach under whom both Carvalho and Deco won the Champions League at Porto, has identified the experienced pair as two of his key summer transfer targets.
Chelsea are also interested in Inter centre-back Nicolas Burdisso but the 28-year-old insists there has been no contact with the Stamford Bridge outfit.
